Learning Management System

The Vendor is required to provide a cloud-hosted Learning Management System (LMS) for approximately 600 county employees across 27 departments.
- Requires a modern LMS to deliver mandatory compliance training, safety certifications, professional development, and departmental skills training.
- The County is pursuing a "best-of-breed" external LMS strategy that leverages cloud infrastructure hosted strictly within the Continental country, authenticates securely via SAML 2.0 Single Sign-On (SSO), and seamlessly integrates with Workday via automated API connections.
- This approach ensures employee records and training completions synchronize automatically without manual data entry, while optimizing public funds and securing a technically superior compliance engine.
- Objectives:
• Identify vendors with proven public sector experience and government references
• Validate technical compatibility with the County's existing technology stack (Microsoft 365 GCC, Workday, Entra ID)
• Understand cost structures, implementation timelines, and ongoing support models
• Verify compliance with federal and state data residency, security, and accessibility requirements
- System must be 100% cloud-hosted (no on-premise infrastructure required)
- Automated user provisioning: System automatically creates LMS accounts when new employees are hired in Workday
- Automated user deactivation: System automatically deactivates LMS accounts when employees terminate in Workday
- Automated attribute sync: Job titles, departments, supervisors, and cost centers sync daily without manual intervention
- Automated completion write-back: Training completion records automatically write back to Workday with granular data (course name, completion date, score, time spent)
- API can be called from Microsoft Power Automate (HTTP connector)
- API supports queries for user enrollment status, course completion status, and training records
- API documentation is publicly available (provide URL)
- Responsive web interface optimized for mobile browsers (iOS and Android)
- Offline course download capability for areas with limited connectivity
- Administrative interfaces are fully keyboard-navigable.
