The Vendor is required to provide for a secure, cloud-based recruitment and applicant management system designed for law enforcement hiring processes.
- Solution shall be a Software-as-a-Service (SaaS) platform requiring no on-premise hardware or server infrastructure to be purchased or maintained by the City
- The system shall support the full lifecycle of applicant processing, including recruitment outreach, application intake, screening, testing coordination, background investigation management, conditional offer processing, and long-term records retention.
- The Department’s intent is to modernize and streamline recruitment operations, improve the applicant experience, reduce administrative burden on Department personnel, strengthen security and accountability, and provide reporting tools that support informed hiring decisions.
- Provide implementation, training, ongoing maintenance, and support.
- Core Functional Requirements
• Provide a web-based applicant portal accessible by desktop, tablet, and mobile devices.
• Allow applicants to create accounts, save progress, submit applications electronically, upload required documents, and apply digital signatures where appropriate.
• Provide configurable application forms and supplemental questionnaires for entry-level, lateral, dispatcher, civilian, and other recruitment tracks.
• Track applicants through all phases of the process, including but not limited to application review, testing, interview, background investigation, command review, conditional offer, medical/psychological evaluation, academy readiness, and final disposition.
• Provide customizable workflow stages, task lists, status indicators, and routing rules for Department personnel.
• Allow authorized staff to assign and monitor internal tasks such as document review, interview scoring, background packet completion, reference checks, and command approvals.
• Provide secure document management and archival capability for all applicant records, attachments, and workflow history, with clear image quality for viewing and printing.
• Require no manual indexing of records by Warwick Police Department staff beyond ordinary data entry and case management activity.
• Provide individual user accounts, role-based permissions, and free access for authorized Department personnel who require system access.
- Recruitment Outreach and Applicant Experience
• Support public posting of job opportunities and recruitment announcements on a Department recruitment page and through common digital outreach channels.
• Support integration or distribution to social media and job-posting channels as available through the vendor platform.
• Clearly present minimum qualifications, hiring criteria, job descriptions, disqualifiers, deadlines, and required process steps.
• Provide automated applicant notifications by email and, if available, SMS text message for deadlines, missing items, next steps, interview invitations, and status changes.
• Provide applicant self-service visibility into assigned forms, incomplete requirements, upcoming events, and submission confirmations.
• Support accessibility standards for public applicants, including compliance with WCAG 2.1 AA or equivalent accessibility measures.
- Testing, Interview, and Evaluation Workflow
• Support scheduling and tracking of written testing, physical agility testing, oral board interviews, panel interviews, and other selection events.
• Allow staff to record scores, pass/fail determinations, reviewer comments, and disposition decisions within the platform or through secure import.
• Support configurable rating forms, interview score sheets, and standardized evaluation templates.
• Support automated communication of scheduling details and reminders to applicants.
• Provide reporting that allows staff to monitor applicant progression, bottlenecks, deadlines, withdrawals, and disqualifications.
- Background Investigation Management
• Provide a secure background investigation workflow with investigator assignment, task tracking, document upload, and milestone monitoring.
• Allow storage and retrieval of applicant background packets, releases, interview notes, employment verifications, reference contacts, and related material.
• Provide a complete audit trail showing significant activity, status changes, document events, and user actions related to the background process.
• Allow restricted permissions so sensitive background investigation records are accessible only to authorized users.
