The Vendor is required to provide to acquire a master data management and data analytics application(s) that support the overall data strategies of the agency.
- Provide vendor personnel working on-site with workspace including a desk or table, seating, and necessary computer access.
- The ability to create golden (or master) records to facilitate data visibility, entity resolution, and data governance improving the quality of information available for supporting stakeholder needs.
- The system shall have the ability to integrate master data from various source systems across the organization to create a single, centralized, and authoritative source of truth.
- The system shall have the ability to provide processes and tools to ensure the accuracy, consistency, completeness, and integrity of master data throughout its lifecycle.
- The system shall have the ability to define processes for managing the creation, modification, archival, and deletion of master data, including version control and audit trails.
- The system shall have the ability to implement role-based access controls to govern who can view, modify, or delete master data, based on their roles and responsibilities within the organization.
- The system shall have the ability to assign granular, fine-grained permissions to roles to restrict or authorize access to data, tools, and capabilities of the system.
- The system shall provide the tools and capabilities for analyzing master data trends, quality metrics, and performance indicators to support decision-making and continuous improvement efforts.
- The system shall have the ability to add additional data sources dynamically (without interrupting the platform service).
- The system shall have the ability to schedule automatic refreshes of cached data on a per data source basis.
- The system shall have the ability to schedule automatic data refreshes and allow the refreshes to be as real time as needed to match the update cadence of the data source and needs of the end users.
- The system shall provide a user interface that gives authorized users a self-service consumption capability, including but not limited to the ability to browse data catalogs, discover data assets in the organization, search data, view records, run reports, and analyze data.
- Authorized users shall be able to search data using plain English search terms and shall not be required to understand query languages.
- The system shall include a robust data analytics and reporting capability that allows for the creation and customization of dashboards, the definition of reports to be scheduled or run on demand, ad-hoc reporting, and the creation of a variety of visualizations, including but not limited to bar charts, area charts, line charts, pie charts, and histograms.
- The system shall provide a robust data stewardship capability to manage data quality, including but not limited to the ability to assign authorized users as data stewards, manually review candidate matches to confirm, match, or merge, and override automated system decisions. The data stewardship capability shall provide configurable workflows and review queues.
- The system shall provide a robust data governance capability to manage the availability, usability, integrity, and security of data and ensure regulatory and policy compliance, including but not limited to the ability for authorized users to define, version, and enforce data governance policies, data classification and sensitivity levels, data retention policies, data dictionaries or business glossaries, data access policies, and assign data ownership and stewardship roles. The data governance capability shall allow authorized users to monitor, report, and audit all aspects of the system, including but not limited to data governance coverage, policy violations, policy exceptions, and data access.
- The system shall provide tools to centrally administer, manage, and maintain the system, including but not limited to searching/viewing diagnostic logs, monitoring system status, monitoring data source integration, monitoring data ingestion jobs, managing roles and permissions, and tuning the performance of the system.
- The system shall provide tools for data ingestion and cleansing, with the ability to integrate with new data sources without vendor intervention.
- The system shall have the ability to create and update a golden record that is a complete, accurate, upto-date, and consistent representation of composite data for an entity across various data sources for a data domain.
- The system shall maintain all source system record links to the golden record and have the ability to drill down from the golden record to the source records, identifiers, and attributes.
