Child Care System Modernization

The Vendor is required to provide to obtain insight and information regarding innovative solutions for our suite of child care systems which are an essential component of department mission-critical systems and infrastructure.
- The solution should align with our operational efficiency priorities, which include improved value, reduced costs, increased effectiveness, and accelerated service delivery while keeping pace with industry trends.
- A public-facing subsidy estimation tool for parents currently receiving subsidy as well as prospective participants that may apply to receive subsidy in the future.
- A web application for parents to request a new authorization, request a change to an existing authorization, receive messages from their state Shares authorization worker, view authorizations, transaction information, and authorization notices.
- Web based worker-facing application for quality ratings and quality improvement technical assistance.
- A public-facing search application listing all active providers with valid address information, regulatory history, quality ratings, and other information of interest to parents and partner organizations
- Provide to transition to a Commercial Off the Shelf (COTS) solution, a solution built on Platform as a Service (PaaS), or Software as a Service (SaaS) system that is efficient, secure, and interoperable.
- System(s) to include:
• State and federal requirements,
• Robust workflows,
• Robust cybersecurity and data privacy
• Features and functions which maximize efficiency, i.e., reporting dashboards, artificial intelligence tools, digital signature capabilities, offline/mobile app capabilities; and
• Data sharing capabilities to include bidirectional exchanges.
