The Vendor is required to provide solution providers in the selection of an off-the-shelf, turn-key configurable recreation management software package (Solution).
- The Solution should include the ability for recreation program registration and payment as well as facility rental management processing, run standard reports, and the ability to interface on handheld mobile devices.
- ActiveNet software for the following functions:
• General registration
• Facility bookings
• Basketball Court bookings
• Memberships
• POS
• Rental reservations for indoor and outdoor facilities
• Online registrations
- Services include:
• Standard processes for the development of software products and related services.
• A Quality Policy, System, or Manual including quality software processes and procedures.
• Documented processes to control the product design and development process, including, but not limited to,
o Life cycle model(s) to organize software development projects
o Software development procedures
o Configuration management to identify and track software products and components, including versioning and to control documents, data, computer code, and other software items
o Traceability of requirements through design, testing, and implementation
o Reporting, investigation, and correction of software defects (“bugs”) or nonconformities, and other quality issues, including change requests
o Software Development Plans
o Design Reviews
o Change Control
o Verification of software products and data that are provided by third parties and built into the software product
• Documented processes to prevent unauthorized or unintentional changes and alterations, as well as protection from virus infection.
• Documented processes to control how software products and items and versions are stored and protected, to prevent loss or damage from unauthorized access, changes, and retrieval.
• Documented processes for regular back-ups and storage of such in a protected and redundant environment.
- System include:
• In-person, phone, and online Activity Registration, with associated transaction Accounting
• Cashiering and Point of Sale, with associated transaction accounting
• An associated payment processing system for credit card processing
• Facility Management and Reservations, with associated transaction accounting
• Membership Management and Pass Validation, with associated transaction accounting
• Individual, Family, and Organizational Account Management
• System Security, Redundancy, and Ongoing Maintenance and Support
• Accounting and Finance coordination with City policies, including integration with the Enterprise Resource Planning (formerly Munis) system from Tyler Technologies
• Marketing functions
• The solution must be mobile-friendly; it is highly desirable to have a mobile app option
• Any web content, including but not limited to website content, design, mobile applications, and PDFs provided to the City, complies with ADA Title II, Web Content Accessibility Guidelines 2.1 Levels A and
• AA (“WCAG 2.1 AA”), as well as all applicable federal and state accessibility laws
• All hardware and software must comply with PCI requirements for payment processing
• The Solution must have robust cybersecurity, such as protecting personally identifiable information (PII) and payment data in alignment with the NIST framework, including multi-factor authentication (MFA), end-to-end encryption, data breach notification protocols, and so on.
