Supervisory Control and Data Acquisition System

The Vendor is required to provide to replace the existing legacy Honeywell control system for the glycol conveyance system to a Programmable Logic Controllers (PLC) platform to match the existing stormwater conveyance Supervisory Control and Data Acquisition (SCADA) system, integrate new control systems for the existing Spent Aircraft Deicing Fluid (SADF) conveyance system at DHL, replace the stormwater treatment plan existing SCADA software platform to address licensing limitations and engineer and integrate new PLCs/new control system for the expansion of the DHL ramp, and for the existing stormwater conveyance system into one SCADA software platform.
- System Design and Engineering
• Conduct a comprehensive assessment of the existing SCADA system that includes the legacy Honeywell System.
• Add capability to provide control functionality to glycol pump stations.
• Engineer and integrate new PLCs/new control system for the expansion of the DHL ramp.
• Develop detailed design documents, including system architecture, network diagrams, and component specifications.
• Provide a project plan with timelines, milestones, and deliverables.
- Installation and Integration
• Procure and install all necessary hardware and software components.
• Integrate the new SCADA system with existing infrastructure.
• Conduct thorough testing to ensure system functionality and performance.
- Training and Support
• Provide comprehensive training for agency staff on the operation and maintenance of the upgraded SCADA system.
• Offer ongoing technical support and maintenance services.
• Provide detailed documentation, including user manuals, maintenance guides, and troubleshooting procedures.
- Software Requirements
• SCADA software with real-time data acquisition, processing, and visualization capabilities.
• Support for industry-standard communication protocols such as Modbus, OPC, and Ethernet/IP.
• Advanced data analytics and reporting tools.
• Alarm management system with configurable thresholds and notifications.
• Historical data storage and retrieval capabilities.
• Endpoint Detection and Response (EDR) software installed on all HMIs and server(s).
