The Vendor is required to provide enterprise student survey platform solution must support end to end survey administration while enabling centralized oversight, role based access, and robust privacy and consent management.

• Prioritize out-of-the-box functionality with minimal customization required
• Support a direct API-based integration with oracle PeopleSoft campus solutions
• Offer an out-of-the-box integration with d2l bright space
• Sis data consumption: can the solution consume academic catalog and enrollment data (courses, sections, instructors, students, academic metadata) via scheduled data feeds or APIs provided by the institution
• LMS delivery integration: does the solution support embedding survey access within the institution's LMS via LTI 1.3, enabling students to encounter and complete surveys within their existing learning environment
• Student-facing API and portal integration: does the solution expose a documented API that allows the institution to query a student's pending surveys, completion status, and related notifications, for the purpose of surfacing survey information in institutional portals and student-facing applications
• Ingest and maintain the following institutional data, whether provided via API, scheduled feed, or direct retrieval: courses, course sections, class schedules, instructors, student enrollments, academic hierarchy (school, department, program), delivery mode, campus, credential type, and associated demographic metadata
• Ingest updated institutional data on a scheduled or event-driven basis, and confirm data currency prior to survey deployment
• Solution provide standardized restful APIs with documented data schemas for both inbound data consumption and outbound data retrieval, including survey results, response metadata, and student survey status
• The API documentation publicly available or provided during evaluation
• Support federated single sign-on (SSO) via SAML 2.0 and opened connect, compatible with a third-party identity provider (azure ad b2c)
• Completed higher education community vendor assessment tool (HECVAT)
• Minimum of 15,000 unique respondents per academic term and enable automated deployment across 1,500+ course sections per survey cycle, with concurrent survey administration across multiple academic units
• Institutional and student data excluded from vendor artificial intelligence (AI) or model training
• Ensure all data at rest and in transit resides within borders, including backups
2. Functional
• Mobile‑friendly user interface
• Solution conform to the web content accessibility guidelines (WCAG) 2.1 level aa or WCAG 2.2 level aa
• Provide a current, completed voluntary product accessibility template (VPAT)
• Support multilingual survey delivery based on course and program language, including English and French
• Fully support screen readers
• Support multi-channel survey distribution to respondents, including email, SMS, and in-platform delivery through the LMS or student portal
• Enforce single‑submission controls per respondent per survey instance, to prevent duplication
• Respondents save progress and resume surveys at a later time
• Support surveying authenticated and non‑authenticated external audiences (e.g., prospective students without NAIT ids)
• Surveys usable for students in limited‑connectivity environments (e.g., minimal data usage, fast page loading, and no reliance on high‑speed internet)
• Branching and modular logic to keep surveys targeted and concise
• Solution support multiple question types (e.g., Likert, matrix, open text)
• (Platform) deploy survey invites via their system (vs MS outlook).
