The Vendor is required to provide community engagement platform for include:
• Cloud-based platform mass communications platform with subscribe and unsubscribe capabilities.
• User interfaces for subscribers and administrators
• UNLIMITED email sends with delivery and management of all bounces.
• Support to upload and migrate existing email lists.
• Delivery and engagement reports on communications sent through the system.
• Access to participate in the mass communication network.
• Ability to send mass notifications to multiple devices.
• 24/7 system monitoring, email and phone support during business hours, auto response to inbound messages from end users, and emergency support
• Text-to-subscribe functionality.
• Up to 4 web-hosted training sessions annually
• Access to a complete archive of all data created by the client.

• New version release schedule, to include how the release would be accomplished at the user level and into a cloud-based data center.

- Hosting and platform requirements
1. System environments

- Cloud solutions
• Service model (e.g., SaaS, paas, iaas).

• It relies upon any third parties in the provisioning of its cloud deployment model.
