The Vendor is required to provide project management and procurement advisory and support services for enterprise video management system (VMS) replacement.
- Provide an enterprise Video Management System (VMS) replacement effort to modernize and standardize its approach while accommodating the diverse operational needs of its facilities and venues.
- The effort will include structured requirements development, evaluation of integration with agency existing access control environment, and procurement of a VMS solution capable of supporting agency long-term security and operational objectives.
- Ongoing project management and governance
• Establishing contract-level quality assurance and delivery controls aligned to the phases.
• Defining acceptance criteria, review checkpoints, escalation protocols, and reporting cadence
• Maintaining oversight artifacts including Risks, Assumptions, Issues, and Dependencies (RAID) tracking, decision-point tracking, and action registers
• Reviewing key deliverables for completeness, consistency, and alignment prior to agency acceptance
• Preparing and delivering a contract kick-off meeting confirming scope, sequencing, contract team structure, and quality expectations
- Project setup and planning
• Facilitating planning and alignment sessions to confirm project scope, objectives, assumptions risks, dependencies, and sequencing
• Developing and refining the VMS-specific governance structure, including decision pathways, escalation processes, and stakeholder roles.
• Validating major phases, identifying preliminary milestones and dependencies, and coordinating with agency leadership to draft the project charter and initial scope.
• Developing a VMS project management plan that defines project phases, milestones, dependencies, reporting cadence, and stakeholder coordination.
