Legislative Education, Information and Tools Program

The Vendor is required to provide legislative education, information, tools and ultimately encourage the developmental disabilities (DD) community and other disability focused advocates to participate in civic engagement across state.
1. Community outreach and equity
• Develop and implement a statewide outreach and engagement strategy focused on underserved and underrepresented communities.
• Build and maintain ongoing partnerships with community organizations.
• Use culturally responsive and accessible engagement methods.
• Track participation, retention, and satisfaction across all activities.
2. Legislative education and engagement
• Create and maintain accessible educational materials about the DD community (e.g., “DD 101”) for legislators and policymakers.
• Develop and distribute candidate questionnaires on DD issues.
• Expand proactive engagement with the disability community, legislators, and legislative staff.
3. Advocacy days
• Plan and facilitate at least eight advocacy days during the legislative session, including a minimum of two in-person events in Olympia.
• Develop event topics, agendas, speakers, and advocacy materials with community input.
• Ensure accommodations and language access supports are provided for participants.
• Collect and report participant feedback and advocacy actions.
4. Legislative tools and tracking
• Produce weekly bill and budget trackers during the legislative session.
• Provide public updates on disability related policy activity.
• Develop an annual data presentation in collaboration with state agencies and community partners.
• Host one annual advocacy collaborators meeting.
• Maintain a public calendar of disability focused advocacy events.
• Offer trainings on how to use advocacy tools.
5. Website and communications
• Maintain a public-facing website with events, resources, legislative tools, and actionable advocacy items.
• Ensure all materials are accessible and available in translated formats.
