Licensure Compliance System

The Vendor is required to provide licensing and compliance system (LCS) with a cloud-based, vendor managed, hosted, SaaS licensing system (system or solution) to modernize the management of licensing and compliance enforcement services using one secure platform supporting the life-cycle of the administration of licensure, certification, and compliance in eight professional fields.
- Core functionalities
• Application intake: new applications are manually accepted, validated, and routed from individuals and firms through to decision and issuance without a single system of record for both boards.
• Renewals: renewals are manually processed offline with manual compliance checks, payment processing, and status updates.
• Reinstatements: reinstatement requests are manually processed with requested documentation from the applicant, manually gathered, reviewed, and processed for reactivation.
• Firm licensing and renewals: firm applications and renewals are manually processed alongside individual licenses with no consistent rules and tracking.
• CE/PDH/CPE tracking and audits: continuing education (CE)/personal development hours (PDH)/continuing professional education (CPE) requirements are manually tracked, and audits are manually conducted, with manual evidence capture and disposition.
• Complaints, investigations, and orders: complaints are manually received and managed through inconsistent evidence-based investigations with any necessary orders issued manually.
- Supportive functionalities
• Board support: board materials are manually assembled, routed, and tracked through approvals.
• Staff and public portals: portals are not role-based hindering supporting staff operations and public self service lifecycles.
• Payments and treasury reconciliation: payments are manually processed (including voids/refunds), manually reconciled, with no reporting or audit capability.
• Data management: data quality control with updates and corrections is not currently possible.
• Reporting and public roster: currently there are no reports which inhibit the maintenance of an accurate, up to date public roster with current professional status.
