The Vendor is required to provide to procure a Cloud-Based Mobile Communications Capture Solution capable of securely and reliably capturing, archiving, and preserving Short Message Service (SMS) and Multimedia Messaging Service (MMS) communications in near-real-time or continuous capture for approximately 6,500 users, including full metadata, independent of device state and across multiple carriers, while ensuring retention, chain of custody, legal hold, audit logging, and electronic discovery (eDiscovery) capabilities.
- Must provide this Solution as a fully managed Software as a Service (SaaS) platform hosted in a secure, country-based government-compliant environment meeting Federal Risk and Authorization Management Program (FedRAMP) Moderate or equivalent standards and supporting compliance with the Freedom of Information Act (FOIA), the Federal Rules of Civil Procedure (FRCP), the National Archives and Records Administration (NARA), and applicable public records requirements.
- The Solution must support Apple iPhone Operating System (iOS) and Android devices, including Bring Your Own Device (BYOD) and corporat e-owned devices, and provide search, retrieval, reporting, data export, and interoperability via Application Programming Interfaces (APIs), Simple Storage Service (S3)-compatible storage, Simple Mail Transfer Protocol (SMTP) or equivalent mechanisms, along with configurable retention policies and user roles, ensuring high availability, data integrity, encryption, and scalability throughout the contract term.
- Message Capture & Ingestion
• The system must capture SMS and MMS messages (inbound and outbound) reliably.
• The system must capture messages continuously, without relying on user actions.
• The system must retain messages for a minimum of seven (7) years, even if deleted from the device.
• The system must support continuous capture without reliance on user-installed applications.
• The system must support multi-carrier environments (e.g., Verizon, AT&T/FirstNet, T-Mobile).
- Data Integrity & Reliability
• The system must ensure complete and tamper-resistant message capture.
• The system must provide non-repudiation of message records.
• The system must maintain message fidelity, including:
o Timestamps
o Sender/recipient metadata o Attachments (MMS)
• The system must ensure no data loss during device replacement, reset, or decommissioning
- Device & Platform Support
• The system must support iOS and Android mobile devices.
• The system must operate independently of device configuration or installed applications.
• The system must support Bring Your Own Device (BYOD) defined as a device the staff own and provide themselves, and County-owned devices which is a device provided by the county
- Performance & Scalability
• The system must support large-scale (minimum 1,000 phones) enterprise deployments.
• The system must maintain consistent performance under high data volumes.
• The system must support scalability for storage and processing.
