The Vendor is required to provide comprehensive technical assistance (TA) in support of the County’s Homeless Management Information System (HMIS) and overall data management strategy for the Continuum of Care (CoC).
- The consultant will play a key role in supporting the County’s capacity to collect, manage, analyze, and report high-quality data on homelessness in compliance with federal, state, and local regulations.
- HMIS and data advising services, focusing on:
• All HUD-required reporting and submissions, including but not limited to the Longitudinal Systems Analysis (LSA), Point-In-Time Count and Housing Inventory Count (PIT/HIC), System Performance Measures (SPMs), Annual Homeless Assessment Report (AHAR), and Annual Performance Reports (APRs).
• Local HMIS reporting & capacity building, including the development and configuration of locally driven HMIS reports and dashboards responsive to County-identified needs. This includes establishing quarterly performance reports for all CoC-funded, ESG-funded, and locally-funded programs that participate in HMIS.
• HMIS data standards and privacy compliance, including implementation of HUD-issued updates or recommendations, and the provision of ongoing, regularly scheduled data quality monitoring for HMIS-participating programs.
• Ad-hoc data and performance outcome support, consisting of limited technical assistance to respond to time-sensitive or non-routine data requests from the County.
