Structural Health Monitoring System

The Vendor is required to provide for the design, installation, and commissioning, monitoring, and professional data interpretation and application of a comprehensive structural health monitoring system (SHM) system.
- Solution that (1) assesses and documents the dam’s current monitoring needs, (2) designs and implements advanced sensor technologies and data platforms, and (3) provides ongoing interpretation of structural and operational data.
- Technologies to be evaluated and potentially incorporated include, but are not limited to:
• Enhanced SCADA integration and real-time telemetry
• Laser digital scanning and LiDAR for structural deformation monitoring
• Digital twin development for predictive modeling and visualization
• Seismic monitoring arrays
• Soil and foundation telemetry (piezometers, inclinometers, settlement sensors)
• Hydrodynamic and water-level sensors for operational control.
- Include all engineering, sensor selection and procurement, installation, system integration, programming, commissioning, operator training, project management, and post-installation data interpretation services:
• Needs assessment and analysis of existing monitoring infrastructure
• Development of project scope with phasing options (immediate compliance items vs. full SHM program)
• Engineering design including sensor layout, mounting details, power and communications infrastructure, and cybersecurity considerations.
• Procurement, installation, and calibration of sensors and associated technology needs
• Integration with existing or upgraded SCADA systems for automated alerts and remote access
• Establishment of secure data platforms
• Professional data interpretation protocols, automated reporting templates, and alert criteria
• Training for county staff on system operation, data review, and response procedures
• Delivery of final report containing prioritized recommendations, detailed cost estimates and recommended maintenance and monitoring plan.
