HR Payroll Software

The Vendor is required to provide to plan, coordinate, develop policy, develop and allocate resources, supervise, and ensure the provision of community based mental health and intellectual and developmental disability services for the resident’s agency.
- Provide a comprehensive Human Resources Information System (HRIS) and Human Capital Management (HCM) software solution to support agency workforce management operations.
- Provide a fully integrated HR software platform that includes, but is not limited to, human resources management, payroll administration, benefits administration, recruitment and applicant tracking, onboarding, performance management, time and attendance, employee self-service, reporting and analytics, compliance support, system implementation, training, data migration, technical support, and ongoing maintenance services.
- Provide a robust time and attendance solution that supports accurate capture of employee work hours across multiple environments, including mobile, web, kiosk, and biometric devices.
- The system must support configurable pay rules, overtime calculations, labor allocation, and compliance tracking.
- The response should also include a description of its customer base and overall market presence, as well as evidence of strong operational reliability, sound governance practices, and consistent service delivery performance.
- Stability and long-term viability, along with a proven track record of delivering HR and payroll solutions to organizations of comparable size and complexity, preferably within public sector or healthcare environments.
- Identify primary markets served and experience with public sector or healthcare organizations.
- Provide workforce scheduling capabilities that support operational efficiency, compliance, and employee engagement.
- The system must include automated scheduling, shift management, availability tracking, and labor forecasting.
