Aircraft Registration Solution

The Vendor is required to provide a new solution for aircraft registration through an existing procurement path (e.g., reseller, cooperative agreement) or competitive solicitation, depending on market findings.
- The application handles the full lifecycle of Iowa aircraft registration, including:
• Maintaining individual aircraft registration records and registration history
• Recording payments, owner changes, aircraft status changes, and tail number assignments
• Generating and printing registration certificates
• Generating and mailing monthly renewal notices with QR codes and access codes
• Processing e-Pay portal renewals with automatic record updates and electronic certificate delivery
• Processing manual check payments and generating mailed paper certificates
• Financial reconciliation and reporting
- The e-Pay integration automatically updates records and generates electronic certificates upon payment; the remaining renewals require manual check payment entry and generation of mailed paper certificates.
- The application currently processes approximately 3,700 aircraft records annually: roughly 3,400 renewals (of which nearly 50% are processed through the e-Pay portal) and approximately 300 new initial applications.
