The Vendor is required to provide a comprehensive, cloud-based Learning Management System (LMS) to deliver, track, and manage training for approximately 1,000 tele communicators at 109 Public Safety Answering Points (PSAPs) across the state.
- The LMS must include:
• Centralized statewide training management
• Role based access for PSAPs, supervisors, trainers, and Board staff
• A complete certification lifecycle including:
o Assignment and completion tracking
o Certificate generation with authenticity protections and storage
o A unique, verifiable ID for each certificate that is persistent even when users move from one PSAP to another
o Automated reminders to students and supervisors/administrators through email and within the LMS
o Recertification workflows and detailed reporting that includes reports for the certification history and status of a single user and for all users associated with a specific PSAP.
• Capability to send automated notifications to students and their supervisors of pending enrollments and expirations through email and through notifications within the LMS.
• Course authoring and content management tools like the ability to upload PowerPoint presentations and videos and to record screen activity and voice overs.
• Capability to create user groups and auto-generate/schedule reports for specific groups
• Support for export of all data in open formats
• Capability for the Board staff to have master administrative rights to:
o Manage user lifecycle (add, delete, deactivate, password resets)
o Create and distribute content statewide like classes and system announcements
o Assign roles and enforce training deadlines
• Pre-configured reports for the enrollment and certification history filterable to a single user, all users in a group (such as a specific PSAP), and all users on the system
• Pre-configured reports with engagement statistics for classes and any other types of content available to users.
- The LMS will become a core component of this ecosystem, supporting standardized training, certification, and operational readiness.
- The Board operates a unified Next Generation 911 (NG911) platform providing call handling, mapping, Geographic Information Systems (GIS), cybersecurity, system monitoring, and lifecycle management.
- Multi-Tenancy
• Multi-Tenancy capabilities with a “main branch” for State 911 Board administration and a “local branch” for each PSAP with local administration
• Local PSAP Branches must be able to:
o Develop and maintain PSAP specific courses
o Upload Standard Operation Procedures (SOPs), policies, operational materials
o Assign local training
o Track local compliance
o Manage local roles and permissions.
