The Vendor is required to provide the city with a parks and recreation management software platform.
- The new system must support seamless integration with the City's Microsoft Active Directory (AD) infrastructure for Single Sign-On (SSO) for all staff users, and must provide a best-in-class public-facing portal for residents.
- The City uses Microsoft Active Directory (on-premises and Azure AD) for identity management and access control.
- A commercially available, off-the-shelf (COTS) SaaS solution that is currently deployed in other comparable municipal jurisdictions and does not require custom code development
- The system must provide a long-term, stable platform that enhances the customer experience through an intuitive public-facing web portal.
- It must enable staff to efficiently manage all departmental functions through a modern administrative dashboard.
- The solution must support online registration, payment processing, membership management, facility reservations, league scheduling, point of sale, and comprehensive financial reporting.
- It must integrate with the City's Microsoft Active Directory for Single Sign-On and with Infor CloudSuite Financials and Supply Chain Management (FSM) for financial data transfer.
- System shall provide acceptable performance for end users over standard internet connections (minimum 50 Mbps).
- System shall be accessible through all current major web browsers (Chrome, Edge, Firefox, Safari) without any browser plug-ins or extensions.
- The public-facing portal shall be fully responsive and optimized for mobile devices (iOS and Android).
- System shall use industry-standard TLS encryption (1.2 or higher) for all data in transit.
- The API shall support access to all major system modules, including customer accounts, memberships, program registrations, facility reservations, payments, reporting, and related operational data, subject to appropriate role-based security controls.
- Available API endpoints, authentication methods, authorization scopes, rate limits, webhook/event capabilities, sandbox availability, versioning/deprecation policy, audit logging, and any additional costs or licensing requirements associated with API access for integration with third-party systems.
- System shall not limit the number of concurrent users accessing the database at any time.
- System shall support Azure Active Directory (Azure AD / Microsoft Entra ID) integration for cloud-based identity management.
- System shall automatically provision and de-provision user accounts based on AD group membership changes. When a staff member is removed from the relevant AD group or disabled in AD, their access to the recreation system must be revoked automatically or within a configurable time period.
- System shall support Multi-Factor Authentication (MFA) enforcement as configured through the City's Azure AD Conditional Access policies.
- System shall enforce the City's session timeout and inactivity lockout policies as defined in Active Directory or Azure AD Conditional Access.
