The Vendor is required to provide legal research platform for include:
- Data elements
• Established as the main service provider and meet the minimum requirements outlined, not utilizing or acting as a subcontractor or third party.
• Minimum of three (3) years' experience within the last five (5) years providing this service.
• Legal research platform accessible via a secure online interface.
• The solution shall be hosted and fully supported by the contractor.
• Make all data available in real time via a secure online platform
• Include mechanisms for continuous data collection updates and data accuracy.
• Make the following, but not limited to, search content available:
o State and federal statutes and regulations.
o Current and historical statutes, codes, and regulations across all applicable areas of law.
o State and federal case law and administrative decisions including arbitration decisions.
o Judicial decisions, verdicts, and precedents from courts across various levels, including local, national, and international jurisdictions.
o Citatory index of legal materials.
o Legislative materials including histories.
o Secondary sources include, but are not limited to, law reviews, legal encyclopedias, practice manuals, desk books, public records, jury instructions, legal forms, 50 state surveys, and treatises.
o News, business, and other types of industry sources.
o Advanced search functionalities that enable users to filter results based on date, jurisdiction, topic and criteria.
o Optional offerings for artificial intelligence-enhanced legal research and related tools.

1. The platform will provide advanced search capabilities including, but not limited to:
• Boolean search operators
• Natural language searching

• Topic and key number searching
• Headnote searching
• Ability to search within results
• Filters for jurisdiction, date range, and document type
• Legal analysis tools

• Interlinking of resources
2. The system will provide citator service at a minimum:
• Verifies if cases are still good law
• Provides visual indicators of case treatment
• Links to citing references
• Provides depth of treatment analysis
3. The platform shall include the following export and delivery options.
• Print capabilities including batch delivery of multiple documents
• Download in multiple formats (pdf, word, etc.)
• Email functionality
• Ability to save documents to folders within the system

• The interface must be intuitive and user-friendly, requiring minimal training for basic use.
• Compatible with standard web browsers including chrome, Firefox, safari, and edge.
• Available in a mobile ready format (adapts to different browsers on desktops, tablets or smartphones).
• Such materials shall be searchable via keyword or terms and connector-type queries, with online assistance available
