The Vendor is required to provide comprehensive software solutions for managing Connect All’s fiber optic network assets.
- Promote a vigorous and growing state economy, encourage business investment and job creation, and support diverse, prosperous local economies across State through the efficient use of loans, grants, tax credits, real estate development, marketing, and other forms of assistance.
- The primary objective of this procurement is to acquire sophisticated software capable of tracking, managing, and optimizing connect all’s fiber optic network infrastructure including features such as asset mapping, maintenance tracking, performance monitoring, and network planning capabilities.
- Solutions proposed by respondents to this RFP must ensure the system can provide the following appreciable benefits:
• Assistance facilitating service provisioning and activation
• Enhanced network monitoring for operational efficiency
• Fiber network and conduit system data that is accurate and up to date.
• Integration with third party business support system (BSS), operations support system (OSS), network management system (NMS) and other network operation systems.
- The system will contain information for splice boxes, conduit runs, and cables for multiple fiber optic systems across the Network.
- Applications will include tools to easily identify and access fiber optic detailed information, conduct proximity infrastructure buffer analyses, and generate what-if "scenarios" (e.g., alternate circuit routing, fiber build-out, etc.) to support decision analysis.
- Fully implemented, asset management software will be used for efficient and effective management of assets, organizing daily interventions (e.g., work order fulfillment and outage management), managing leasable fiber optics strands, and planning new fiber optics developments.
- The ability to provide professional services to include:
• Network Records Management: Initial creation and updating of network records, additions, and changes until ConnectALL has hired internal personnel to perform these functions or on an as needed basis.
• Temporary Operations: Providing maintenance and operation of the software alongside ConnectALL staff during the initial deployment phase including but not limited to establishing build templates, naming conventions, user logins and privileges.
• System Transition: Ensuring the software and all associated data are fully transferable to ConnectALL.
• Base Configuration Changes: Define the process to request changes to the components of the software that are not user-configurable.
- The Software must support display of geographic data not generated within the software and export of data in formats compatible with the ESRI suite and ArcGIS.
- The software must allow for the incorporation and storage of external files and file types including but not limited to Visio and AutoCAD drawings, PDF’s, fiber characterization files, etc.
- The Software must be able to manage all OSP assets through a mapping interface, which interface must be interoperable with the fiber optic management components or extensions of the software.
- Software features and functions for managing conduit cannot be standalone or separate from the fiber optic management components.
- The Software must also be capable of service remediation through creating and optimizing alternative routes in the event of fiber faults or fiber outages.
- The Software must be capable of mapping hypothetical “what-if scenarios” for extending and remediating services to customers on the network.
