The Vendor is required to provide a Learning Management System (LMS) to organize the training materials and training plans related to its District Oracle Cloud based systems, which include Enterprise Performance Management (EPM) and Enterprise Resource Planning (ERP).
- This system will be used to build training programs internally, import training programs, and house the mandatory District training programs users need to complete to build the skills required to perform their day-to-day job requirements and to receive access to the system.
- Users’ progress and status for these training programs will be tracked to ensure that they have completed and passed all mandatory training courses before receiving access to District.
- Similar training programs will also be maintained for providing training on updated business processes so that users can maintain their District access.
- Responsible for:
• Oversight and direct supervision of the financial and budgetary functions of the District government
• Operating and maintaining a coordinated financial management system to budget, collect, control, and properly account for more than $7 billion in annual operating and capital funds
• Preparing the city's annual budget, representing the District in the federal appropriations process, and monitoring budget performance during the fiscal year
• Borrowing on behalf of the District, collecting receipts, payments, and transactions for the District, and investing the city's funds
• Administering and enforcing the District's tax laws, collecting revenue for the city, and recording deeds and other written instruments affecting a right, title, or interest in real or personal property in the District
• Developing, implementing, and monitoring the District's accounting policies and systems and producing the audited Annual Comprehensive Financial Report (ACFR) for the city
• Forecasting revenue for the District government, developing fiscal impact statements for proposed legislation, performing tax expenditure analysis, and providing advice on economic development matters.
- Provide a SaaS-based learning management system with a configurable structure to work within so that the District is provided the efficiency of planned releases.
- The system shall have the capacity to allow other District agencies to utilize the system. The system shall house other training courses such as: ODL training courses, UNAX training, and other courses currently managed by the District’s current repository (CFOLearn).
- The SaaS-based hosted solution shall be supported on a subscription basis, with regular upgrades to the core system included within the annual subscription and maintenance.
- The implementation phase shall cover project management, environment setup, implementation assessment, site themes and branding, test configuration, production launch, data migration and administration training.
