Transit Tracking and Reporting System

The Vendor is required to provide a Software as a Service: agency transit tracking and reporting system (the “Project").
- This solution will be intuitive to use, provides user technical support, and offers an easy-to-use interface.
- These datasets are used across various functional areas (grants management, program management, and asset management) and are not integrated.
- The Grants Management module will provide an online portal for sub recipients to apply for federal and state grants.
- It will streamline the grants' lifecycle from start to finish by connecting sub recipients to a single system of records.
- The system will also Increase transparency and accountability by providing real-time visibility to budget, expenditures, and track balances.
- Additionally, it will drive greater impact with insights by understanding grant program performance and outcomes.
- Need for more accurate recordkeeping to establish grant budgets, award management, payment processing and post-award / closeout, and manage disbursements.
- This will eliminate current methods of inefficiency and consolidate multiple datasets into one system.
- Program Funding: Document grant program funding and spending plan.
- Establish Funding Opportunity: Determine and set up grant funding opportunities including application, timeline, eligibility criteria, and review / evaluation criteria.
- Budget Setup: Setup budgets to keep track of committed (allocated), obligated, and paid disbursements.
- Budget Modifications: Enable budget revisions / amendments should there be changes in prices, quantities, and / or the subrecipient declines to procure an expense.
- TransLease and Insurance: Track totaled vehicle payments and when wrecked vehicles have been replaced on inventory (asset control).
- Track Revenue: Track revenue requests for Electronic Clearing House Operations (ECHO) draw downs, ECHO and Pay.gov refunds, as well as agency match payments/deposits, and compare them to subrecipient disbursements, monthly billing summary, and monthly detail reports.
- Track Payments: Track payments for sold or wrecked vehicles, and if the agency is going to replace the vehicle that was sold or wrecked, and when agency was informed the funds are to be used.
- Outreach and Intake
• Portal Community: Allow Grant Management Team and others to collaborate in one place throughout the grant lifecycle.
• Budget Request: Allow Grant Management Team to compile and attach a proposed/revised project budget.
• Applicant Collaboration: Allow multiple individuals to work collaboratively on online grant applications.
• Application Processing: Digitize files and data from applications submitted via email or digital file uploads.
• Applicant Support: Public questions posed to issuing organization for disposition and visibility to the whole community.
