The Vendor is required to provide to design, develop, and implement a personalized, scalable voter education platform.
- The objective of this platform is to make civic information clear, accessible, and personally relevant, particularly for residents who are underserved or disengaged by traditional political content.
- The system will connect these issues to relevant legislative actions, elected officials, and active candidates, translating complex municipal and state data into plain-language summaries.
- Technical functions:
1. Location-Based Personalization
• Routing: The system must accept user ZIP codes (with the capability to expand to specific address routing) to identify their specific local, state, and federal jurisdictions.
• Dynamic Surfacing: Based on the user's location, the platform must automatically surface current officeholders (incumbents) and active candidates for upcoming election cycles.
2. Issue-Centered Architecture
• Topic Selection: Users must be able to select specific civic issues of interest.
• Information Aggregation: The system must organize all jurisdictional data, candidate positions, and relevant public records around these selected issues.
• Plain-Language Translation: The platform must provide accessible explanations of how these issues function at the local level and their direct community impact.
3. Leader & Candidate Profiles
• The system must generate standardized profiles for all surfaced officials and candidates, including:
• Office title and jurisdictional boundaries.
• Issue-specific position summaries.
• Clear explanations detailing how the system determined the candidate's position.
• Direct, clickable hyperlinks to the supporting public source documents.
- Full documentation of APIs (including field names and objects) and the database schema used by the application.
- Ability for City to programmatically update data within the System as needed via API
- Any location-based data or platform utilizes the City’s base units geocoder, Base Units Database, and/or address Data standards as applicable.
- The ability for the City to use and govern Data as it deems necessary-- centralizing it, porting it into other systems, and using it for additional and future organizational needs.
- Data collected, transferred and stored meet minimum standards to ensure confidentiality, integrity and availability.
