The Vendor is required to provide a Radio Frequency Identification (RFID) solution for delivery drivers and routes.
- This system will allow for drivers and administrators to accurately track shipments at both the package and individual item level, and will allow for inventory control and better monitoring and control of time- and temperature-sensitive shipments.
- Functional requirements:
• The solution must provide real-time GPS tracking features
• The solution must allow for the ability to disable GPS tracking if necessary
• The solution must be able to be supported by multiple device types (handheld devices, fixed-location devices, apps on County-issued phones, etc.)
• The solution must provide inventory control/tracking by container/by vehicle (hierarchical vs. flat - establishing a relationship between a container/item and a vehicle)
• The solution must provide real-time notifications of delivery status, including but not limited to delivered/late/pending
• The system must provide delivery notifications on all device types in use (handheld/fixed/mobile app)
• The system must allow for notification configuration per device
• The system must allow for notification of a required pickup, both ad-hoc and scheduled
- Reporting requirements:
• The solution must provide dashboard functionality that is configurable per role and per user (can multiple users with the same role have different dashboards)
• The solution should provide dashboards for separate commodities (temperature sensitive vs. non/time-sensitive vs non/etc.)
• The solution should provide dashboards that are user configurable and not dependent upon vendor to deliver
• The solution must provide user-configurable reporting in addition to delivered reports
• The solution must provide robust chain of custody reporting
- System & security:
• The solution must provide role-based security
• The solution must provide the ability to assign an administrator/administrators, with functions including adding/removing users, creating and editing reports, and contacting vendor support as needed
• The system must outline standard procedures and channels for contacting support, and define service level agreements (SLA’s) for all available support tiers
• The system should not use proprietary RFID labels or hardware.
