The Vendor is required to provide law enforcement records management system (LE-RMS) that is nearing end of life.
- Le-RMS and the consolidation of business processes and applications that have been built external to the current system.
- Functional requirements must include:
• An intuitive and easy-to-use menu structure and screen layout throughout the system.
• A centralized dashboard to track messages, cases, and actions needed, and the ability to customize dashboards with existing RMS options.
• User-friendly data entry with text-editing features similar to standard word-processing software, including grammar and spell check, delete and copy/paste functions.
• Undo functions on pages to account for accidental user interface errors.
• Assignment of role-restricted access to data in all modules.
• Create and edit user accounts and user passwords.
• Communicate through the LE-RMS with supervisors, co-workers, and subordinate employees, based on active directory integration.
• Digital worksheets and templates that capture information throughout the lifecycle of any specific module.
• Capture, retain and view images in the le-rms. Formats include but are not limited to bmp, dds, gif, jfif, jpe, jpeg, jpg, pdf, png, psd, pspimage, tga, thm, tif, tiff, and yuv.
• The system must allow images to be attached to any record in the system and to be searched and printed
• Include URLs or external links in the LE-RMS and have direct access to those files via the le-rms.
• Examples include video links stored in a separate environment that can be directly accessed via the rms.
• Identify and link suspects or persons of interest, including when missing or erroneous data complicates potential links.
• Communicate information about suspects or persons of interest to multiple system users when the suspect and person of interest is involved in multiple cases.
• Data must be updated daily for accurate reporting and visualization within the dashboard allowing for configurable visualization of accurate statistics.
• Ability to require a user to enter a password when editing or saving specific records.
• User form creation and application creation within the LE-RMS.
• Track and prioritize cases based on specific criteria, such as court dates.
• Customize and save reports in specific formats, including pdf.
• Export data in all common file formats such as adobe acrobat, Microsoft excel, csv, Microsoft word, and rich text.
• Pre-populated drop-down fields for canned responses throughout tasks and reports as needed.
• Text searches within drop-down fields, highlighting potential matches based on partial text entry.
