The Vendor is required to provide connect smart, an advanced technology platform that integrates transportation systems management and operations (TSMO), active demand management (ADM), and behavior change with multi-modal demand and mobility management, deployed in the counties, including county.

• Connect smart program, a deployed integrated model technology platform that helps disperse demand over time, space, and mode by providing a wide array of mobility options.
• Enhance the safety, reliability, accessibility, and efficiency of regional transportation system, integrate TSMO, ATDM, and behavior change components, reduce congestion, maintain quality of life, and economic vitality.
• Integrate a framework that synergizes congestion relieving system goals to behavioral change and accomplishes system goals through personal goals achievements.
• Incorporate innovative approaches to utilize and maximize available capacity during recurring congestion, non-recurring congestion, and emergency situations.
• Be a market ready system capable of rapid deployment that is proven, tested, flexible, and robust to optimize traffic capacity and traffic demand management for various traffic situations.
• Address urban congestion by considering traveler’s behavior and travel data analytics to achieve congestion relieving system goals.
• Utilize the large-scale regional dynamic traffic assignment (DTA) model to evaluate various system performance scenarios to maximize system capacity without the expense of adding physical capacity.
• Provide extensive comprehensive marketing supporting the connect smart program, including marketing for app features, app version releases, and campaigns and initiatives for outreach, recruitment, and awareness.
• The mobile app (available on iOS and android stores) is available to the public for multimodal trip planning and navigation and for information dissemination and engagement.
• Research the effectiveness and contributions and deploy various TSMO, ADM, and behavioral strategies to support the program goals of safety, mobility, and promotion of alternative modes use, and maximization of the system’s capacity.
• Implement ready to deploy gamification techniques and incentives to trigger and anchor positive behavior change and reward congestion-relieving decision making.
• Provide integrated smartphone mobile applications (mobile apps, in android and iOS operating systems) and their backend systems and include, at a minimum, the following mobility options and functionalities:
o Provide the application as a free download on the apple app store™ and google play™, and from other mobile application repositories as may be identified by the vendor.
o A multimodal trip planner with turn-by-turn navigation, carpooling options, payment system, and incentive-based option to promote less congested systems.
o Multimodal modes, include at a minimum, transit, carpooling, ride-hailing, walking, and biking.
o Various carpooling options that include at a minimum traditional driver rider matching, matching multiple riders going in the same direction, matching acquaintances.
o Predictive travel time information for multiple transportation modes.
o Incentive offerings in the form of points for the various mobility system options available to users to redeem for other incentives.
o A marketplace to redeem the incentive points.
o An integrated payment system, wallet, and unified fare collection system to pay for various transportation transactions (e.g., mobility options, parking, etc.), either via virtual coins or by points.
o The ability to survey, including in-app surveying, the users’ experience regarding services.
