Talent Management System

The Vendor is required a comprehensive, cloud-based Software-as-a-Service (SaaS) human resources platform to support the district’s full employee lifecycle, including recruitment, onboarding, performance evaluations, faculty contracts, off-boarding, data analytics, and Equal Employment Opportunity (EEO) reporting.
- Solution must integrate with the district’s enterprise management system, Banner 9.X, and replace several standalone systems currently in use. The district seeks a unified platform that will streamline human resources processes, improve date accuracy and reporting capabilities, enhance the applicant and employee experience, and reduce duplicative manual administrative work.
• Security Compliance: Solution must meet the district’s requirements for security, data protection, and system integration. Vendors must:
• Support Single Sign-On (SSO) integration, including compatibility with the district’s identity management platform (e.g., OneLogin or equivalent).
• Complete the Higher Education Community Vendor Assessment Toolkit (HECVAT) or equivalent security assessment.
• Complete and submit the district’s required vendor security and accessibility questionnaire. This assessment will be used to evaluate risk and inform the vendor selection process.
• Describe data security practices, including data encryption (in transit and at rest), user authentication, and access controls.
• Describe how sensitive data is stored, processed, and protected, including compliance with applicable data privacy regulations.
• Identify any third-party housing or sub processors involved in delivering the solution.
• Branding and User Experience: solution should provide an intuitive, user-friendly, and accessible
experience for both applicants and internal users, while supporting the district’s branding standards.
Vendors should address the following:
• Ability to customize the interface to align with the district’s branding, including logos, colors, and overall look and feel.
• Ease of application for end users, including a clear, simple, and streamlined application process.
• Functionality to keep applicants informed throughout the process, including automated status updates, notifications, and decision communications.
• Tools that simplify how applicants provide required information, including guided workflows, pre-filled fields, and user-friendly forms.
• Features that improve efficiency and save time for both applicants and internal staff, including automation, task tracking, and workflow management.
• Modernized employment website with the ability to update content (e.g., photos, FAQs, and videos) on demand without reliance on spreadsheet-based processes.
• Public facing landing page for prospective applicants including resources such as FAQs, interview tips, equivalency process information, campus tour videos, and cost-of-living information.
• Overall usability of the system, including intuitive navigation and minimal requirements for users.
• Workflow and Forms: The system must support automated workflows and digital forms to streamline internal processes.
• Ability to create and customize automated workflows across all modules.
• Customizable digital forms to replace paper based and PDF processes.
• Online routing of forms with role-based access permissions.
• Manager portal providing at-a-glance status of outstanding items across recruitment, onboarding, and performance evaluations.
• Reporting and Analytics: The system must provide robust reporting and analytics capabilities to support operational insights and compliance requirements.
• Dashboard and list style reporting interface with real time data visualization.
• Pre-built reports covering key HR metrics (e.g., time-to-hire, headcount, FTE, pay equity).
• Custom report builder for ad hoc analysis.
• EEO and compliance reporting with on-demand access to applicant and employee demographic data.
• API or export mechanism to support integration with external analytics tools.
