The Vendor is required to provide political compliance management system (PCMS) for the design, implementation and support of a financial management system to handle the registration of political entities, manage contributions and expenses of these entities and facilitate public disclosure of their audited and approved financials.
- Solution shall support the following core functions:
• Registration of political entities
• Collection of financial reports
• Disclosure of as submitted and approved financial reports
- PCMS will include the following requirements that are marked with priority h- high, m-medium and l-low.

• Support the capture, validation, tracking and management of all political contributions across all regulated entities.
• Maintain centralized contributor profiles and support duplicate detection.
• Support the recording, categorization and monitoring of revenue and expenses by the entities.
• Enforce legislated contribution limits, expense limits and filing deadlines
• Configurable workflow processes with scenarios of multiple approvals.
• Provide a secure public-facing portal that enables users to search, view, and filter and download legislatively required information about political entities.
• Reporting and analytics- the system must provide operational, financial, compliance and audit reporting capabilities.
• Support the upload and storage of supporting documents and attachments related with registrations, filings and financial transactions.
• The system must be built on a robust, scalable and well-structured relational data architecture that follows industry best practices for database design.
• The system must comply with applicable security and privacy policies.
