The Vendor is required to provide school transportation routing and management system to support the planning, optimization, management, and reporting of student transportation services.
- Solution will support complex routing operations, integrate with key district systems, provide robust GPS and student tracking capabilities, facilitate transportation planning and dispatch activities, and enhance communication with families, school staff, transportation providers, and district administrators.
1. Operating system and technology infrastructure
• Hosting flexibility: ability to be deployed as either a self-hosted (on-premise) and cloud-based, preference being cloud based systems.
• Operating system compatibility: the system must be fully compatible and optimized for Microsoft's current supported versions of windows
• Identity management: integration with the district’s Microsoft azure entra id is mandatory for single sign-on, mfa, and the automated provisioning of user roles and permissions.
• Data portability: native ability to export all system reports and data tables into Microsoft office suite formats (excel, word, etc.) Without third-party plugins.
2. Integration and data synchronization
• Powerschool integration: must support a nightly, automated bi-directional sync with powerschool to update student records, addresses, and eligibility.
• Third-party interoperability: * frontline: ability to interact with frontline for staff or specialized student data.
• Rochester transit service (RTS): describe how the system integrates with or exports data to RTS for students utilizing public transit.
• VEO GPS: automated, seamless data provision to the VEO GPS solution, including the ability to consume live GPS data within planning applications.
• Athletics management: the system must allow authorized users to submit trip requests (including bus size, location, time, and roster).
• This data must flow directly to district dispatch for vehicle and driver assignment, with full daily editable reporting capabilities.
3. Routing and student information management
• Integration with google maps and street view and support for viewing aerial imagery and spatial data (water features, parcels, landmarks).
• Ability to modify and maintain the street network to reflect new addressing, travel restrictions, and variable street speeds, with the capability to display both am and pm routing conditions within a single, unified map view o ability to create, manage, and assign multiple transportation activities for a single school, including but not limited to the regular school day, summer programs, after-school programs, and athletic activities
• Create empty stops for any co-op student from an out-of-district school.
• Ability to selectively access and manage only MCKINNEY-Vento–eligible pre-k students, without including the full pre-k student population in the dataset.
• Ability to assign a single student to multiple routes based on defined schedules, such as riding one route Monday–Thursday and a different route on Fridays.
• Dual-season routing: ability to simultaneously manage and execute summer school routing while planning/modeling the upcoming traditional school year without data overlap.
• Student profile detail: automated population of student name, grade, and id.
• The system must support specialized transportation codes and provide expanded text fields for specific, concise driver instructions.
4. Operations and fleet management
• Mass assignment: ability to mass assign students to optimal stops based on spatial distribution and crossing policies.
• Role-based access control: support for multiple user tiers
• Route tiering: ability to "tier" routes within the system for maximized bus utilization and efficient driver assignments.
• Geospatial accuracy: capability to overlay and update district boundaries and "no-transport" zones on high-resolution, updated maps.
• Discipline tracking: inclusion of a student suspension module accessible by monitors, drivers, clerks, and staff to enter real-time incidents and to track transportation-related disciplinary actions.
