The Vendor is required to provide continuity of operations plan (coop) software plan, after which the software shall automatically route the plan to the appropriate reviewer(s) based on the configured approval path.
- The software shall generate a notification email to the assigned reviewer that includes, at a minimum, the department name, review request status, and a secure link to access the coop plan within the system.
- The software shall include customizable required subfields within each required coop field.
- The software shall be fully hosted on the contractor’s cloud-based infrastructure and shall be accessible from any internet connection.
- The general software requirements shall include, but not be limited to:
• Support for a minimum of 250 simultaneous active users who are able to enter data and generate reports concurrently.
• Each user shall have the capability of generating a unique coop plan for their respective departments.
• Compatibility with Microsoft office products, including word and excel as well as adobe pdf
• Support single sign-on (SSO) authentication using azure active directory (azure ad)
• Data-entry features including, but not limited to, spell check, attachment uploads, copy/paste functionality, and drag-and-drop capabilities.
- Dashboard and status tracking requirements
• Display of coop submission status (e.g., not started, in progress, incomplete, complete).
• Visual progress indicators such as color coding, completion percentages, or equivalent metrics.
• Identification of missing or incomplete sections.
• Last modified date and reviewer activity indicators.
• Department-level summaries and enterprise-wide aggregate views of coop completion status.
• Status summary report documenting missing, incomplete, and completed coop submissions.
• Manual data refresh capability and optional automated refresh capability.
- Access levels
• The software shall provide role-based, tiered access controls for coop reporting, including configurable user roles and permissions aligned with county-defined responsibilities.
• Full access roles shall support the ability to view coop submissions across multiple departments and perform review and approval actions for assigned coop plans.
• Partial access roles shall support the ability to create, draft, and manage coop submissions for assigned departments.
