The vendor is required to provide IT systems design services shall be performed on an “as-needed” basis and may include, but are not limited to:
• Researching and obtaining data/information by reviewing record drawings and documents, visiting the project site/location and by conferences with the user/client and airport staff, or by other actions as necessary to understand the design requirements/constraints.
• Reviewing and understanding IT network system diagrams, drawings, exhibits, and other pertinent data/information.
• Performing project planning, design, and phasing (including implementation logistics coordination) and code/standards compliance reviews in order to provide recommendations to the airport.
• Planning, programming, designing, specifying, integrating, securing, testing, commissioning, and supporting IT systems at the airport in compliance with county and airport standards/requirements within the established schedules and budgets for the project and assignment.
• Evaluating and identifying project risk and establishing a coordinated and comprehensive contingency plan with the design team (i.e. Operational and implementation) and presenting IT to airport.
• Coordinating, collaborating, and managing consultants and contractors (including vendors/suppliers) to meet the project requirements and schedules.
• Providing consultation and advice to airport to clarify the intent of the design and specifications and on questions that may arise during the planning and design of the project.
• Coordinating and collaborating with county and various agencies, including vendors/suppliers, to design and deliver a comprehensive, resilient/robust, secure, integrated, and high-performing airport IT system that meets or exceeds the business needs of the airport.
• Construction administration services, testing, acceptance, training, and commissioning related to the project.
• Close out services, as-built plans and record documents, material/product lists, project acceptance, etc.
• Coordinating, contributing, and supporting the operational readiness and airport transfer (ORAT) process as well as the coordination and logistics management (CALM) program for a variety of projects at airport.
• Developing and administering the quality assurance program for projects at airport.
- Tasks and requirements associated with these services:
1. Enterprise design:
• Unified approach incorporating enterprise solutions, business strategy, audit and compliance, system architecture.
2. Datacenter design:
• Data center infrastructure development including cooling, electrical, physical and logical access, optimization of rack layout/configuration, and advanced network routing.
3. Cybersecurity:
• Integrating complex IT systems with incorporation of the latest security standards, systems and authentication protocols, as well as best practice security products.
4. Database development/management:
• Design management and development of advanced data systems and database methodology with intuitive/creative design and modeling, network management, distributed databases and processing, application architecture, and performance management.
5. Network architecture development/implementation:
• Integrated design of resilient, high-performance data communication networks, including local area networks (LANS), wide area networks (wans), and intranets with management of routing and switching, firewalls, intrusion detection systems (ids) and intrusion prevention systems (IPS), and capacity and performance planning/monitoring.
6. Geographic information system (GIS):
• Design and implementation of geospatial solutions, manage enterprise GIS environments.
• Possess expertise in GIS concepts, data and application development.
7. Application development:
• Program/design management and development of various desktop and mobile applications, full stack websites, and server/client applications with varying and specific languages/interface depending on the airport’s needs.
8. Operational technology:
• Design and implementation of various operational technology and industrial control systems, facility access control, video surveillance, building automation and building management, environmental and lighting controls, including the airport’s baggage handling systems, which are mission-critical and rely on timely and accurate data exchanges with airlines, passenger processing systems, sortation systems, etc.
