The Vendor is required to provide inmate communication system that supports collect, prepaid collect, and debit calling options as well as video visitation.
- Communications system requirements
• Be web-based and require no software to be installed on county pcs
• Provide collect, prepaid collect, and debit call capability
• Allow outgoing calls only; all incoming calls must be blocked
• Require positive call acceptance and begin billing only after call acceptance
• Differentiate between personal, legal, and witness calls
• Play required system brandings, including: “this call will be recorded and monitored.”
• Provide English/Spanish voice prompts with capacity for additional languages
• Insert voice overlays announcing call origin
• Allow software-adjustable call duration limits
• Provide fraud detection, including switch-hook activity, extra digits, and three-way calling
• Block specified numbers, area codes, prefixes, toll-free numbers, office numbers, and victim numbers
• Offer called-party opt-out blocking capability
• Ensure system-wide time synchronization
• Interface with the JMS/LINX through a secure automated connection that is updated every 10 minutes
• Provide text-to-speech (TTS) name announcements based on LINX data
• Interface with the county’s commissary vendor for account-based transactions and inmate privilege management based on incarcerated classification level and appropriate restrictions
• Extra points will be awarded to proposers whose system provides the following automated information:
• Charge information
• Court appearance dates, times, locations
• Bond amounts, types
• Projected release dates
• Visitation eligibility times
- Voice messaging feature
• Provide a secure, password-protected 2-way voice-messaging application for inmates and approved friends and family.
• Messaging service must be terminable at office discretion.
• No additional hardware shall be required to support this application.
- PIN management requirements
• Activate pins within one hour of inmate housing assignment.
• Activate, deactivate, and update pins based on the data supplied through the system’s JMS/LINX interface.
• Associate each pin with housing, pod, floor, and facility.
• Detect and block simultaneous pin use.
• Allow suspension or reinstatement of calling privileges.
• PIN linkage must support the system’s TTS name announcement feature.
• Support text-based add/change/delete functions from LINX, including:
• Add: new inmate information (booking number, last name, first name)
• Change: inmate housing location updates
• Delete/inactivate: release from custody or account closure.
