The Vendor is required to provide personal emergency response systems (PERS) for include:
• Ensure provision of services to individuals who may need special considerations or adaptations (hard of hearing, visually impaired, unable to read, or unable to communicate in English).
• Provide and install equipment that meets the following requirements:
• Units and pendants must be of modern makes and models that are commonly used in the industry, including fall detection.
• Equipment must provide audible and visual notification to the subscriber that the unit has been activated.
• Equipment must be easy to operate by individuals with a variety of disabilities (e.g., arthritis, low mobility, vision impairment, hearing impairment).
• Pendants and unit batteries must be supervised by the unit and report low battery events and the absence of status events to the central station.
• Units and central station equipment must allow for successful operation over VoIP and traditional telephone service or other reliable technology.
• Units must be provided with backup batteries that will operate the unit for a minimum of 24 hours in the event of a power loss.
• Pendants must be supplied with batteries that can power these devices for up to five years and are usable over a range of at least 250 feet.
• Have qualified staff sufficient to provide quality and timely response for installations, repairs, and monitoring.
• Maintain personnel policies regarding training, background checking, and compliance with EEO guidelines.
- Provide the said services in their monthly service fees after their initial responsibilities have been completed:
• Install units for new clients within one week of referral.
• Provide repairs to and replacement units at no additional cost if a malfunction in the unit prevents proper operation of the unit, and assume responsibility for all defective units.
• Conduct at least monthly PERS unit testing and provide the department with records of the tests.
• Department by email within 24 hours if the central station receives information that a PERS unit is not operating properly (e.g., low battery, inactivity, or error message).
• Provide 24-hour/7 days per week staffing by trained operators at the central station to respond to alarms and provide a customer service number for clients to call with questions or concerns about their units (standard business hours).
• Maintain sufficient staff and equipment at the central station to answer alarms within 30 seconds of receipt.
