The Vendor is required to provide automated speed monitoring program system in compliance with applicable state law, the town code and other applicable state, town, motor vehicle administration and office requirements.
- Requirement:
1. Permits and approval:
• Obtaining all permits and approvals required to install and implement the speed monitoring system. Coordinate with the town and, where applicable, the state highway administration (SHA), county, or other permitting authorities regarding the location, installation and roadway impacts of the speed monitoring systems.
2. Installation:
• The supply and installation of a complete and functioning speed monitoring system at each of the designated locations.
• This includes all required equipment, works and services required for complete camera system installations at the locations identified herein, as well as any software and related infrastructure necessary to operate and manage the system.
3. Signage:
• Supply and install all signs needed at the approach (es) to each intersection at which enforcement cameras are functional for the purpose of notifying the public that such cameras are in use.
4. Calibration:
• Initial calibration of the speed monitoring systems in collaboration with the department to determine, in detail, what constitutes evidence of a speed violation.
• Ongoing system accuracy verification and calibration consistent with statutory and evidentiary requirements, as well as ccs feedback, will be required.
5. Processing:
• Provision of a robust, fully web-enabled, and fully secure citation processing system that includes data processing, initial screening of data, prompt delivery of data for violation review and citation authorization, citation mailing, and bad address notification.
• Provide access to chargeable violations via a secure interface to the county sheriff’s department for review and authorization of citations by electronic signature for those events that meet specified criteria.
• Responsible for obtaining all registered owner information necessary to issue a citation.
6. Multilingual services:
• Both English and Spanish shall be used for customer interaction wherever possible, including for online citation and payment portals, and customer service phone support.
7. Customer interface:
• Provide a secure online portal for customer citation review, payment, and dispute processing.
• Also implement call center support for citation status questions, payments, and in person hearing scheduling.
8. Enforcement:
• Send follow-up letters and flag vehicle registrations through the state motor vehicle administration for violators who fail to pay their citations.
• Documentation and technical support necessary to support adjudication, court proceedings, and enforcement actions.
9. Records:
• Maintain sufficient records to support legal compliance, transparency, and program oversight. Provide support for town responses to public inquiries, audits, and program evaluations.
