The vendor is required to provide active assailant threat detection platform for include:
• Continuous monitoring and analysis of publicly available online content, including social media platforms, online forums, blogs, news sources, and other open-source intelligence (OSINT) data.
• Identify, assess, and prioritize potential threats based on behavioral indicators and patterns of escalation.
• An AI driven behavioral threat detection platform that continuously monitors publicly available online content to identify early indicators of potential harm, including:
• School-related violence
• Lone-actor terrorism
• Targeted attacks
• Workplace violence
• Homicidal ideation
• Grievance-motivated violence
• Threats directed at public officials
• Threats to critical infrastructure
• Insider-risk behaviors
• Suicide-by-cop indicators
• Behavioral mobilization toward violence
• Other credible threats to public safety
• Behavioral progression over time, including indicators such as grievance development, violent ideation, target fixation, research behavior, attack planning or rehearsal, behavioral leakage, operational language, capability indicators, and mobilization toward violence.
• Generate actionable alerts supported by behavioral assessments, risk scoring, and supporting context to assist analysts in evaluating potential threats.
• Include software licensing, secure cloud hosting, implementation, configuration, onboarding, administrator and end-user training, technical support, ongoing maintenance, and software updates.
