The Vendor is required to provide electronic medical records software to be used at the VTH must be a robust platform that can handle many different scenarios that come up in various departments at the college.
- Requirement:
• The ability to attribute revenues for products and services sold to a specific veterinary teaching hospital (VTH) service area, and to a specific clinician.
• It should have the ability to be possible to attribute revenues from shared services such as the dispensary back to the service area which generated the request for the dispensed product or service
• The ability to maintain a problem-oriented medical record which is comprehensive and maintained in an effective retrieval system to efficiently support the teaching, research, and service programs of the college, in compliance with VTH's accreditation requirements
• The ability to identify at any point in a patient's visit who the primary clinician is that is responsible for that patient's care, and the ability to transfer care of a patient between services and clinicians over the course of a visit.
• Multi-factor authentication and role-based access for all users
• Access the solution using a mobile device over a cellular network
• Support for user interface on both desktop and mobile devices
• Access logs and change logs for all medical records
• A comprehensive search capability for medical records, ideally with the ability to anonymize records for research purposes
• Temporary access to the solution for locum physicians, ideally limited to just the patients that they are seeing
• Record person and patient data, and to associate people with patients according to specific roles (owner, co-owner, decision authority, etc.)
• The ability to book appointments and specify a reason for the appointment
• Generate a patient census (list of patients currently admitted) for current and historical points in time
• Support for a flexible filter for medical record entries to suit the needs of individual service areas and roles
• The ability to generate a printable medical record
• Maintain inventories of supplies and prescription items across multiple locations, and to dispense inventory items from a specific location
• A flexible reporting tool for finance and inventory, and an integration with a third party data reporting and analytics tool
• The ability for clinicians and students to complete a medical record entry in stages (clinicians can often be interrupted while entering medical record data and may need to return to it later)
• Support for multiple client payment methods including at minimum cash, debit, visa, MasterCard, and Cheque
• Support for a mechanism that allows access to a patient's medical records in the event of a network, power, or hardware outage
• Support for concurrent editing of a patient's medical records
• The ability to record a patient's insurance coverage, and to generate billing documents that meet the requirements of pet insurance providers
• The ability to remove or correct erroneous entries on a medical record. This ability should be limited to specific users responsible for ensuring the integrity and completeness of medical records
• The ability for supervising clinicians to review and comment on medical record entries generated by students.
