The Vendor is required to provide captioning services for video and audio components require transcripts, closed captioning and searchable metadata to meet accessibility requirements.
- Requirement:
• The captioning service must be able to accept a variety of common digital and web-based formats including but not limited to:
o MOV, WMV, m4v, AVI, FLV, mpeg-2, mpeg-4
• Able to intake recordings through a simple and secure file transfer site or through common file sharing programs such as but not limited to: drop box, google drive, file drop, sync, and YouTube.
• Transcripts and closed captioning must work seamlessly with YouTube and common social media sites including but not limited to: Facebook, Instagram, and twitter.
• Provide the following languages and hybrid captions - English, Spanish, French, German, ASL, English and Spanish hybrid, English and German hybrid, and English and French hybrid.
• Price shall include all languages.
• The captioning must be done by humans and have at least 99% accuracy.
• The captioning service must extract metadata from the transcript for optimizing in video searching and accessibility.
• Meet security requirements including signing a department nondisclosure agreement.
• Captioning must be completed within 48 hours upon transmission to vendor by department.
• Must make any edits requested by client.
• There must be a process by which client can edit caption files.
• Provide on demand usage reports which must include total number of minutes used in a contract year
• The system must have the ability to download transcripts after each captioning service request.
• Provide searchable transcripts and metadata across video library.
• The price must be quoted as a dollar amount per human-captioned minute.
• Invoice individual department offices monthly.
• The system must have the ability to provide live captioning services.
• The number of minutes needed is unknown at this time; however, 12,000 minutes per year will be used for evaluation purposes.
• Department has the right to increase or decrease the number of minutes.
• The minutes will include all services.
• All services must be compliant with ADA/508/CVAA standards and follow related current FCC rules and best practices.
