The Vendor is required to provide captioning services for include:
- Captions must be able to be provided in English and simultaneously in other languages upon request.
- All captioning must meet ADA compliance.
- Live events
• Captioning services for live events must achieve a minimum of 99% accuracy.
• Utilize human, AI-assisted and hybrid (human-in-the-loop) captioning methods, provided this accuracy threshold is consistently met, and human oversight is maintained in real time.
• Events requiring accommodation specific or legally mandated cart services, a qualified human captioner must be available captioning must be closely in-sync with spoken word and must be displayed on the screen at a speed that can be read by viewers.
• Captions must match the spoken words in the dialogue and convey background noises and other sounds to the fullest extent possible.
• May not paraphrase, must use proper spelling, spacing between words, capitalization, and punctuation.
• Captions must run from the beginning to the end of the program or event.
• Captions must have a high-level of accuracy.
• Captions must have a clear placement on the screen, not blocking important content, and be an appropriate font size.
- Pre-recorded content
• User interface must allow for batch uploads and downloads of files.
• Interface must allow for creating folders and organizing files.
• Supplier will provide no later than 72-business-hour turnaround time to caption all pre-recorded media content.
• At the supplier's discretion, speech recognition software or computer captioning software to provide captioning services of pre-recorded media content may be used.
• Captioning services provided for pre-recorded content must be 99% accurate.
• Captioning services will provide discipline specific terminology whenever possible.
• Clear placement: captions must not block important content on the screen and be an appropriate font size.
• Captions and transcript files must be downloadable.
• Captions must be able to be output in multiple file types (at a minimum: .srt, .vtt, .txt).
• Must provide the ability to edit the captions.
• Integrate with external services (at a minimum must integrate with canvas, Panopto, echo 360, Microsoft 365, and YouTube)
- Tracking reports
• The supplier must provide a way to track usage of service.
• Tracking and usage reports will be used for both billing verification and future projection of caption needs.
• Usage tracking reports must track:
o Number and length of assignments
o Spend
o Names of the events or media captioned and edited,
o Requester
o Billing information (each assignment may have different billing information but will all fall under the same master contract).
• Ability to provide audio description services is preferred.
