Video and Audio Transcription, Captioning, and Description Solution

The Vendor is required to provide video and audio transcription, captioning, and description products and services to augment the existing online accessibility plan.
- Canvas as its learning management system (LMS) and panorama for content accessibility review and guidance for all content within the LMS.
- Captioning/transcription/description methods
1. Algorithm and AI methods
• Content database
• Availability of academic dictionaries
• Availability of specialized technical field vocabulary, including but not limited to:
o Engineering
o Basic sciences
o Agriculture
o Medicine
2. Human transcriptionists
• Current number of employed transcriptionists
• Experience and expertise of employed transcriptionists
3. Hybrid solutions(s)
• Hybrid accessibility solutions you may offer (i.e., AI followed by human transcriptions, etc.)
- Accessibility solution features
• Closed captioning capability and any available rendered formats;
• Open captioning and caption encoding capabilities;
• The format in which transcripts are delivered
• Methods of providing the transcript to the student;
• Video descriptors;
• Audio description processing time, completion time, and delivery options;
• File editing within the platform;
o Sending files to instructors for edits.
o Temporary platform log-in for instructors to edit.
• File and video retention (duration of file and video storage within the platform servers);
• File upload organization options (multiple files);
• File download organization options (multiple files);
• Content database (ability to support AI and specialized academic and industry vocabulary);
• Foreign language support; and
o Transcribed languages available.
o Translated languages available.
• Copyright and content issues (rejection for copyright rules and laws, rejection for specific content).
• The accessibility solution(s) must be able to integrate with the following video hosts:
o MS teams

o Dropbox

o Canvas studio
o Panopto
o EAB global
• Adjustable in format to allow access from mobile or desktop systems.
• Mobile capabilities must also support both iOS and android.
• Reveal any technology used in the transcription process and clearly delineate the value-added services.
