The Vendor is required to provide transcription services for include:
1. Transcription capabilities
• Solution generate text from audio and audio-visual files? Please identify the supported file formats
• Generate transcripts using artificial intelligence (AI), automated speech recognition (ASR), machine learning, or other technologies
• The transcription methodology.
• Transcription accuracy rates does your solution achieve under typical operating conditions
• Accuracy is measured and whether the solution meets recognized industry standards.
• Accurately transcribe recordings that contain background noise, poor audio quality, overlapping speech, or other challenging audio conditions? Please describe any limitations. E. Can your solution identify and differentiate between multiple speakers
• Recording is not channelized, can your solution identify and distinguish between individual speakers within the recording
• Require multi-channel audio inputs to accurately distinguish speakers
2. Transcript review and quality assurance
• Solution provide human-in-the-loop review, editing, validation, or quality assurance capabilities
• Synchronized or linked view of the transcript and the underlying audio recording, allowing users to navigate between the transcript and corresponding audio segments
• Linkage between the transcript and the audio recording persistent and available to authorized users throughout the lifecycle of the record
• Indicate whether you or any of your personnel hold any current certifications, credentials, or accreditations issued by local, national, or international court reporting, transcription, or other comparable professional credentialing organizations.
• Identify each issuing organization and the corresponding certification(s), credential(s), or accreditation(s).
3. Legal and court-specific functionality
• Solution utilize built-in legal, judicial, or court-reporting dictionaries, vocabularies, or language models
• Dictionaries, vocabularies, speaker profiles, legal terminology, or pronunciation libraries be added or maintained by users
• Generate transcripts in commonly accepted court transcript formats
• Transcript formatting be customized to meet jurisdiction-specific requirements, including requirements established by the agency
• Translation capabilities between English and other languages
• Supported languages and functionality.
4. Data ownership, integrity, and AI usage
• Retain ownership of all input data, including audio recordings, transcript files, metadata, and any linkages between recordings and transcripts
• Solution use customer data, recordings, transcripts, or metadata to train, improve, or otherwise support AI models
• The circumstances under which such data is used and any available opt-out provisions.
• Ensure the integrity and authenticity of original audio recordings and generated transcripts
• Any controls that prevent unauthorized alteration, modification, or deletion.
