The Vendor is required to provide real-time stenographic closed captioning services for live broadcasts, recorded programs, and post-production content produced by various city departments.
- Real-time captioning services, which are to be inserted into the program video path of "live" productions and other visual services i.e., on-site info sign either as a direct feed or via modem.
- Television staff shall be responsible for inserting the encoded caption data into the outgoing television broadcast signal.
- Perform real-time studio captioning services weekly for city council meetings.
- Perform real-time field captioning services for city budget meetings.
- Perform real-time services at all budget meetings.
- The schedule is set by the city secretary, unless otherwise modified by the director of television (“director”).
- Television may change the meeting schedule site or time at any time, provided that the director or designee gives the contractor written notice (or verbal notice immediately confirmed in writing) of such changes at least twelve (12) hours prior to the scheduled meeting for which real-time captioning services are to be performed.
- All remote capabilities shall be the full responsibility of the contractor, except that television shall be responsible for inserting the encoded caption data into the outgoing television broadcast signal.
- Perform transcription services for public hearings and meetings held by the parking management division.
- Real-time studio captioning services bi-weekly for the planning and development department's planning commission meetings.
