The Vendor is required to provide for a 340b third party administrator for the health center.
- Agriculture and Natural Resources, Arts and Sciences, Business, Education, Engineering and Applied Science, Health Sciences, Honors and Law.
- The main campus is located in county but extends learning opportunities through a variety of credit and non-credit outreach programs, including the health center clinics, the university at county and classes offered through state seven community colleges.
- TPA to provide comprehensive oversight, data management, compliance monitoring, and financial reconciliation of 340B transactions.
- Maintain auditable records and provide data and other support during HRSA or other internal or external audits.
- Assist with policies and procedures development and updates.
- Inventory management & split billing, including, but not limited to the following:
• Qualified to order and administer 340b covered medications in accordance with all applicable federal and state statutes and regulations.
• Third party administration and management services for eligible patients via agency selected contract pharmacies.
• Directly administer a bill to/ship-to 340b virtual inventory replenishment model on behalf of all administration parent site locations and contract pharmacies.
• Establish and maintain ordering/dispensing reports that meet the requirements of the agency and the 340b wholesaler.
• implement and manage a split-billing system for eligible and non-eligible 340b transactions.
• Ensure accurate accumulation and replenishment processes for 340b inventory.
- Contract pharmacy services, including, but not limited to the following:
• Support contract pharmacy relationships and ensure compliance with 340b program requirements.
• Support includes, but is not limited to, managing existing relationships, recruiting, managing agreements, and on and off boarding.
• Provide reporting and oversight for contract pharmacy transactions.
- Data analytics & reporting, including, but not limited to the following:
• Real-time and periodic reports on 340b utilization, savings, and program performance for the agency.
• Analyze records, data feeds and transactions to detect irregularities, for example duplicate data feeds or low encounter notices.
• Ensure data integrity through reconciliation and validation of transactions.
- Financial reconciliation & revenue optimization including, but not limited to the following:
• Establish and maintain a prescription dispensing tracking system.
• Reconcile 340b purchases and claims to prevent duplicate discounts and diversion.
• Assist in maximizing savings and identifying revenue opportunities while maintaining compliance.
• Manage the remittance of the revenue due to the agency based on the 340b prescriptions issued by the agency.
• Accommodate multiple purchasing accounts (GPO, 340b, WAC) from multiple wholesalers and manufacturers.
• Support multiple sites of dispensations including clinic-administered, contract pharmacy and in-house pharmacy dispensations.
