The vendor is required to provide third-party payment processing and funding disbursement services:
1. Provider to fully manage and modernize the payment plan application and management process, delivering an end-to-end platform that prioritizes:
• Automation of application reviews, eligibility screening, and account updates;
• Intuitive, self-service platforms for customers to apply, negotiate, and manage payment plans;
• Streamlined agent tools for exceptions and escalations;
• Seamless integration with a user’s systems for real-time or batch data syncing;
• Improved customer experience, with flexible, interactive features;
• Increased engagement and reduced delinquencies through proactive communications; and
• Operational efficiency by reducing the burden on internal staff.
2. The selected partner will be responsible for managing the entire customer experience related to payment plans, including developing and operating a digital platform for:
• Customer application intake;
• Eligibility verification using criteria established by the user;
• Automated or assisted negotiation of payment terms;
• Approval and denial notifications and communication tracking; and
• Managing the lifecycle of payment plans, including:
o Maintaining records of all agreements, changes, and defaults;
o Providing daily file exchanges with the user’s cis (eventually automated);
o Processing payments directly into the user’s banking system;
o Delivering reminders, updates, and customer support touchpoints; and
o Providing analytics and reporting for internal monitoring status dashboards, application conversion rates, default metrics and recovery statistics, and customer engagement insights;
3. The agency envisions a system where a partner’s customers can:
• Apply online through a secure, user-friendly portal;
• See pre-qualified options, or receive real-time eligibility decisions;
• Customize payment terms within predefined boundaries;
• Receive instant confirmation and reminders via their preferred channels; and
• Track their progress and payment history easily.
