The Vendor is required to provide comprehensive employee benefits services.
- Expected to manage and support day-to-day benefits administration, regulatory compliance, employee engagement, vendor coordination, and strategic planning.
- It employs approximately 106 full-time, benefits-eligible employees across several departments:
• Public Safety (Police and Fire)
• Public Works
• Code Enforcement
• Administration and Finance
• Human Resources
• Economic Development
- Services must be performed directly or through reliable, established partnerships.
- Expected to minimize the administrative burden on City staff while ensuring high-quality support to employees.
- Benefits Strategy and Plan Management
• Benchmark and analyze current benefit offerings
• Evaluate self-insured vs. fully insured models
• Support open enrollment and qualifying life event changes
• Manage vendor RFPs and carrier renewals
• Provide cost-control strategies and utilization reviews
- Leave Tracking and Compliance
• Administer FMLA, ADA, military leave, and other policies
• Implement or manage a leave tracking system
• Ensure compliance with federal and state regulations
• Communicate effectively with HR and supervisors
• Train staff on procedures and documentation
- ACA Tracking and Reporting
• Track ACA eligibility, including for variable-hour employees
• Complete and submit IRS Forms 1094/1095
• Monitor measurement and stability periods
• Act as primary contact for ACA compliance
- Wellness Program Administration
• Design and implement wellness initiatives
• Coordinate screenings, incentives, and health fairs
• Track participation and results
• Align program goals with benefits strategy
- Legal and Regulatory Compliance
• Ensure full compliance with:
1. ERISA
2. HIPAA
3. COBRA
4. FMLA
5. ACA
• Provide legal updates and documentation support
• Assist with SPD and policy document review
- Reporting and Analytics
• Deliver monthly, quarterly, and annual reporting
• Monitor trends and provide executive dashboards
• Recommend improvements based on data insights
- Communication and Education
• Create benefits guides and FAQ documents
• Deliver group and 1:1 sessions during open enrollment
• Support onboarding with clear benefit education
- Technology Integration
• Integrate or recommend HRIS solutions
• Provide employee self-service access to portals/tools
• Ensure security and privacy of employee data
