The Vendor is required to provide consultant services for employee health insurance benefits.
- Provide consulting services for the purpose of reviewing the owner’s portfolio of medical health insurance with the intent of reducing costs and maintaining or enhancing benefits.
- This includes all forms of health benefits currently provided to owner’s employees and retirees
- The selected consultant shall provide services:
• Review the county’s current cost of benefit plans against potential alternative plan administrators by modeling historical claim experience against the negotiated provider payment rates available through other plan administrators.
• Compare these costs to market trends and make recommendations for future cost containment, whether services should be added or altered, while maintaining existing level of benefits, and offer suggestions on how to provide incentives to covered persons to more efficiently utilize available benefits.
• Market and assist the owner by consulting on the formation of the work and related documentation for the procurement of necessary insurance coverage in accordance with state statutes pertaining to same; all activities subject to final approval by the owner.
• Be available for consultation on an as-needed basis
• Benchmark plans against industry standards and competitors.
• Recommend strategies to enhance benefits while controlling costs.
• Provide plan design recommendations.
• Ensure compliance with all applicable federal and state regulations (e.g., aca, HIPAA, cobra, and ERISA).
• Provide guidance and expertise regarding union negotiations specific to health care.
• Serve as a liaison between the owners and benefit vendors and intervene, where necessary, for the owner's best interests.
• Other related services as required.
- Perform a criminal background check on each potential employee to work on-site under this contract on county property.
