The Vendor is required to provide flexible benefits administration services.
- Provide a Limited Purpose Health Care Flexible Spending Account and Lifestyle Spending Account.
- Financial Condition – Provide supporting documentation of the Offeror's current financial strength and long-term viability. If the company is privately held, supply sufficient information to document the company's financial status and capability to perform under this contract.
- Continuing Education – Provide policies for staff continuing education for compliance with changing legislation related to Flexible Spending Accounts.
- Account Representatives
• Provide a dedicated account manager, who is knowledgeable in all aspects of the FSA programs, to be available by phone or e-mail to address issues posed by the Consolidated Benefits Office with respect to plan interpretation, claim questions, and all legislative questions regarding FSA program administration. Please indicate the hours available.
• Confirm that account manager will be accountable and responsive to agency within a reasonable timeframe and will handle escalated issues expeditiously. Explain the expected turnaround time for response from agency inquiries.
• Assign senior account representative to agency for escalated issues beyond the account manager, as needed.
• Provide system access for secure written communication with account representatives.
- Customer Advisory Services
• Customer Forum – Explain if a customer forum is available and in what format to provide the company's roadmap for future enhancements, collaboration, legislative updates, etc.
• Client Satisfaction Survey – Explain if a client satisfaction survey is conducted, how the information is made available, and any action taken based upon feedback.
• Plan Review – Explain the frequency and content of the plan review provided to the client.
- Ability to provide a test environment to ensure accuracy of file format and content before receiving production data.
- Provide materials, logos, and information necessary to communicate plan information during open enrollment in advance of the plan year start date.
