RFP Description

The vendor required to provide development, administration, and reporting of assessment development, validation, revalidation, revision, standardization, equating, administration, printing, scoring, reporting, test-taker preparation services, and the development of alternative assessment delivery instruments, including individual, remote, and group assessment administration settings.
- Online proctoring (remote proctoring) requirements
•    Identity verification and security: robust measures to verify candidate identity and protect exam integrity, including monitoring to prevent unauthorized assistance, content capture, or sharing of secure test materials.
•    Accessibility and accommodations: features that ensure equitable access for candidates with differing abilities, including compatibility with assistive technologies, and compliance with the act and other applicable state and federal requirements.
•    Scalability and reliability: the ability to administer examinations remotely at scale, with sufficient technical infrastructure and support to ensure minimal disruptions for candidates.
•    Data privacy and confidentiality: full compliance with state, and federal requirements for data security, privacy, and confidentiality, including, but not limited to, the act. 
•    Continuity of testing: capacity to shift testing volume between in-person and remote administration as needed to ensure uninterrupted candidate access in the event of public health emergencies, natural disasters, or other disruptions.
•    Scheduling and availability: op shall be available by appointment year-round.
•    Technology and environment requirements: the contractor shall publish and maintain minimum technology and environment requirements (e.g., hardware, operating system, internet, and workspace specifications) and provide a system check utility for candidates to verify readiness before testing. 
•    Candidate readiness and support: the contractor shall provide clear instructions, training materials, and readiness resources that describe technology checks, testing conditions, policies, and procedures for assistance or incident reporting.
•    Proctoring operations and incident management: the contractor shall maintain documented protocols for security monitoring, incident response, session termination, and candidate rescheduling.
•    Reporting: the contractor shall provide monthly reports to agency on usage, accommodations, technical incidents, and security events related to online proctoring.
•    Rollout plan: the contractor shall submit to agency a detailed implementation plan for op that includes the technology platform, security and privacy controls, accommodation procedures, equivalency measures, support infrastructure, and reporting protocols for agency review and approval.
