The vendor required to provide flexible spending account (FSA), health reimbursement account (HRA), cobra administration coverage for all eligible employees and qualified beneficiaries.
- Administration
• Provide an experienced and dedicated account management team to support the city’s HR staff and work with the city’s benefits consultant (alliant), to include a primary point of contact for customer service, problem resolution, and contract performance.
• Prepare and maintain legally compliant plan documents and summary plan descriptions (SPDS), updated annually or as needed, along with employee communication materials.
• Guarantee HIPAA, privacy, and security compliance, including execution of a business associate agreement (baa).
• Perform nondiscrimination testing as required by law and provide documentation of compliance.
• Provide employer reporting, account reviews, planning, and annual renewal support.
• Deliver a high-quality customer service experience for employees and retirees.
• Ensure timely implementation and transition support, including data migration and coordination with the incumbent vendor.
• Provide participants with an easy-to-use, technology-driven experience, including convenient options for account access, claims submission, and communication (such as online tools and mobile capabilities).
- Cobra administration
• Ensure compliance with all cobra regulations.
• Ensure accurate and timely cobra administration, including premium collection, remittance, and reconciliation.
• Ensure accurate and timely issuance of all mandated notices.
• Ensure accurate and timely enrollment and termination information with the city’s insurance carriers.
• Provide scheduled and ad hoc reporting for HR staff, to include year-end 1095-c data.
• Work with the HR staff offering annual open enrollment assistance to include communication with cobra participants regarding plan and premium changes.
- FSA and HRA administration
• Compliance with FSA and HRA rules and requirements.
• Maintaining central claims and membership files for each covered member.
• Maintaining claims payment records.
• Providing state-of-the-art data tracking and claims payment services.
• Furnishing periodic (minimum quarterly) statements and detailed transaction and balance reports.
• Providing a toll-free customer service number for covered members.
