Medical Plan Administration and Flexible Spending Account Administration Services

The vendor required to provide medical plan administration and flexible spending account (FSA) administration coverage with a start date of 1 January 2027.
- Onsite health strategies care coordinator:
•    Agency expects their chosen medical TPA to provide an onsite health strategies care coordinator. 
•    This individual should have the ability to think strategically and drive performance. 
•    This individual should have experience in creating long-term wellness strategies that are data driven and outcomes based. 
•    This individual will also need to have insight into the clinical path of the chosen medical TPA so they can drill down at the employee level and focus in those needed areas.
- Onsite mental health and wellbeing coordinator:
•    Agency expects their chosen medical TPA to provide an onsite mental health and wellbeing coordinator. 
•    This individual should have the ability to think strategically and drive performance. 
•    The role of this individual is to help create environments that support emotional, psychological, and overall mental health and wellbeing. 
•    This individual should be able to develop mental health strategies, provide training and education, advise leadership, implement programs, and provide crisis and incident support. 
•    This individual should have strong credentials that include, at minimum, LCSW (licensed clinical social worker) and LPC (licensed professional counselor)
- Flexible spending account (FSA) administration
•    Include FSA administration as a part of their medical proposal response. 
•    Flexible spending account administration is for health and dependent-care only, with debit card features for both. 
•    The district does not offer a limited purpose FSA and is not considering offering one. 
•    United healthcare is the current administrator, and the district traditionally allows employees to elect up to the IRS stated maximums each year for both health care and dependent care FSA options.
