Unclaimed Property Identity Verification and Locator Services

RFP Description

The Vendor is required to provide identity verification and locator services, which may include data-based services as well as other forms of advanced identity and document verification and data analysis, to assist the office with examining and processing unclaimed property claims.
- Other forms of advanced identity and document verification, which may include biometric identity verification and/or document validation, may be used for additional validation and/or when the information provided by an individual or business is insufficient and the office cannot confidently verify the claimant’s identity. In these cases, an additional layer of verification may be needed, for example a liveness check matched against a government-issued photo id or a comparison of documentation provided to the office to the original data source.
- Provide a representative that shall be trained and capable to address quality control issues between the hours of 7:00am through 7:00pm Eastern Standard Time, Monday through Friday, with the exception of Federal and/or State holidays.
- Must maintain at least ninety-nine-point-nine percent (99.9%) system services availability with the exception of pre-scheduled maintenance timeframes. Unless approved in writing by the Procurement Officer, system unavailability, scheduled or unscheduled, shall not exceed 250 hours per calendar year. Notification of downtime due to maintenance must be provided at least ten (10) days in advance. In the event the system service availability does not meet these requirements, Contractor shall issue service credit(s) of $2.00 per minute that the system was unavailable within five (5) business days of the State’s request for such credit(s).

- Data Analysis, Enrichment and Validation Services
•    Work with the office to identify the population(s) of unclaimed property owner data to be reviewed and validated against the comparison databases;
•    Perform data cleansing activities to normalize and validate in-scope data for unclaimed property owner records received and provide office with updates for misspellings and/or other scrivener-like errors identified in the data; 
•    Perform analysis of cleansed unclaimed property owner data to comparison databases to identify and locate updated information for apparent unclaimed property owners such as social security numbers, current addresses, date of death, etc.; 
•    Compare cleansed in-scope unclaimed property owner data to the comparison databases and append updated addresses and/or other owner information to the original data set.
•    Perform analysis of cleansed unclaimed property owner data to other secondary data sources if requested and provided by the office.
•    Provide the office with reports summarizing data profile characteristics and validation results within 60 days of receipt of the data sets; 
•    Present the office with an overview of the outcomes from the data analysis; 
•    Upon completion of data analysis, provide the office with a validated list of confirmed properties suitable for payment using the newly identified data; 
•    Collaborate with the office and its third-party administrator on the integration of the updated data to the unclaimed property system in accordance with office formatting requirements and information security standards.
